NCOVR Staff

Dr. Patricia Edgar email at 412-268-7523 was named Executive Director of NCOVR in October, 1996. Pat has experience in organizing and managing research in a variety of contexts, including decision support, strategic planning, information systems and data management. She was co-founder and served as Director of Operations of IBEX Internation, as Senior Vice President of the DRI division of McGraw Hill and as Executive Vice President of the WEFA group. Pat has a Ph.D in political science/international relations from Case Western University, where she was a member of the Complex Systems Research Center. She has taught courses in systems approaches to international relations, research methods, and gaming and simulation modeling. At NCOVR, Pat is responsible for the administrative management of NCOVR and for the design and development of NCOVR's Data Center and outreach program.

Dr. Jacqueline Cohen email at 412-268-3629 is Research Professor in the H. John Heinz III School of Public Policy and Management at Carnegie Mellon University. Her research, which spans more than thirty years, analyzes many aspects of crime and criminal justice policy, including demographic trends in crime and prison populations, criminal careers, and incapacitative effects of incarceration. Most recently, her work has focused on various aspects of illegal drug use and its relationship to violent offending, issues relating to firearm involvement among youthful offenders, including exploration of its links to youthful violence and investigations of the effectiveness of various policing strategies. Dr. Cohen also has contributed to the work of several panels convened by the National Research Council to examine research on deterrence and incapacitation, sentencing policy, patterns of offending during criminal careers, and the understanding and control of violent behavior. She received BS and MA degrees from the University of Pittsburgh and a PhD degree from Carnegie Mellon University.

Gerrie Halloran email at 412-268-8311 is the Manager of NCOVR Member Relations. She has been with NCOVR since the project's inception in May of 1995. Gerrie is a graduate of the Heinz School with a Master's degree in Public Policy and Management with a concentration in management information systems. As Manager of  NCOVR Member Relations, Gerrie is responsible for event planning of NCOVR related workshops, conferences and meetings, content and editing of the NCOVR website, and joint administration of NCOVR's Education program.

Carol Miller email at (412) 268-8010 joined NCOVR in January 1999 as Financial/Operational Manager. Carol brings to NCOVR a rich background in Grants Administration from the University of Pittsburgh Cancer Institute where she was employed since 1993. Carol is primarily responsible for administering NCOVR's budgets, subcontracts and joint administration of NCOVR's Education program.

Jerone Porter email at (412) 268-4005 joined NCOVR in May 2000 after a 19 year career at Mellon Financial Services (formerly Mellon Bank), where he managed Mellon Field Engineering's Systems Support and Dispatch unit. A graduate of Carlow College, Jerone brings experience in managing an information center, systems development, and project management to the NCOVR Data Center.

Juxin Chen email at (412) 268-1455 graduated from the Heinz School at Carnegie Mellon University in May 2002 with a Master's degree in Public Policy and Management. Juxin joined NCOVR in November 2002 as an Information Analyst. Juxin is proficient in data manipulation and analysis using Oracle and SAS. He is also experienced in using GIS tools to do spatial analysis.

Miroslava Angelova email at 412-268-4105 joined NCOVR in September 2004 as an Information Analyst. She is responsible for database support and developing data collection instruments used by NCOVR members. Mira received her bachelor degree in Economics and Business from the American University in Bulgaria and her Master's from H. John Heinz III School of Public Policy and Management at Carnegie Mellon University. Her previous work experience includes web development and project management at a University Center.
